The Denver citizens are debating whether they might have too many marijuana operations, especially when they are clustered in poorer and minority neighborhoods. This clustering was an unanticipated result of the marijuana regulations and zoning rules. Many others argue for more licenses because the potential for business is attractive.

Washington has a state-wide cap on stores, but not on growers; Seattle real estate conditions serve as a limiting factor for these operations. Oregon has no caps, but local jurisdictions can impose their own rules.
